DR. MOHAMADOU M. AMAR, PSY.D. – MANAGING PARTNER / SENIOR OPERATIONAL STRATEGIST
Dr. Amar is a retired Field Grade Special Operations Officer and Service-Disabled Veteran with over 20 years of military service and more than 15 years supporting U.S. Government missions, joint operations, and international security partners. His background reflects a career spent directing high-stakes strategic planning, managing multimillion-dollar federal programs, and leading cross-functional teams across AFRICOM, EUCOM, and U.S. Special Operations environments.
During his military tenure, Dr. Amar directed strategic planning and future operations for Special Forces missions worldwide, providing senior-leader advisory support on mission design and global engagement. He managed an organization responsible for producing over 1,700 Special Operations Forces personnel annually and oversaw budgets, resourcing, and equipment valued at over $40 million. A seasoned leader in joint and interagency environments, he has coordinated extensively with NATO, the EU, and African partner militaries to support theater campaign objectives.
Dr. Amar’s OCONUS and Federal experience includes:
Leading in Prime Federal Contracts: Spearheading multiple AFRICOM and its component commands’ contracts to ensure mission success, financial integrity, and strict compliance with command priorities.
Strategic Engagement & Advisory: Providing strategic communications guidance to AFRICOM senior leadership and developing Partner Nation Strategic Engagement Plans that incorporate regional intelligence.
Complex Mission Coordination: Directing operations in austere environments including Djibouti, Kenya, Somalia, and Mauritania, while integrating efforts across U.S. Embassies, NGOs, and multinational forces.
Risk & Performance Management: Aligning contractor performance with client objectives and implementing corrective-action planning to mitigate risk in remote operating environments.
Within Bravo 9 LLC, Dr. Amar serves as Managing Partner and leads the firm’s strategic operations and program management functions. He oversees the alignment of Bravo 9’s capabilities with federal requirements, including:
Recruiting and leading high-performing teams for high-risk, remote operating environments.
Translating complex government requirements into actionable operational plans for logistics and support services.
Leveraging his background in Mechanical Engineering and Psychology to provide unique insights into both the technical and human-terrain aspects of mission support.
This unique combination of Special Operations leadership, academic rigor, and deep regional expertise makes Dr. Amar ideally suited to oversee program governance and strategic execution for Bravo 9’s global portfolio.
CW4 (RET.) OUSSEYNOU KAMARA – SENIOR LOGISTICS MANAGER (BRAVO 9 LLC MANAGING PARTNER)
As Chief of Supply & Services, he held formal accountability for over $2 billion in equipment and materiel, supervised 30+ military and civilian personnel, and provided supply support to 4,500+ customers across multiple battalions and brigades. He has directed installation-level warehouses, Class II/IV/IX supply operations, SSA/warehouse transitions, and retrograde missions, and has routinely integrated with DLA, USAMC, and theater sustainment commands.
Mr. Kamara’s OCONUS experience includes:
· Leading logistics and warehouse operations in support of deployed units in Africa and the Middle East, including port, airfield, and inland distribution nodes.
· Planning and executing reception, staging, onward movement, and integration (RSOI) of personnel and equipment for missions under AFRICOM and CENTCOM.
· Coordinating with DLA Distribution, theater sustainment commands, and joint task forces to synchronize stockage levels, lateral transfers, and turn-ins.
· Implementing inventory control, demand forecasting, and excess reduction initiatives that improved readiness while reducing losses and write-offs.
Within Bravo 9 LLC, Mr. Kamara serves as Managing Partner and Senior Logistics Architect for OCONUS operations. He leads the design of Bravo 9’s Djibouti and broader AFRICOM logistics concepts, including:
· Standing up contractor-owned, contractor-operated (COCO) warehouse concepts for DLA and other DoD customers.
· Developing SOPs, staffing models, and MHE/fleet concepts for overseas distribution hubs.
· Translating his Army logistics experience into commercial best practices for accountability, safety, and performance in contractor-run facilities.
